To prevent having to rebuild chars or players complaining their chars aren't what they are used too, it's a good idea to implement BOTH solutions. That is: 1. Add the races to the list. I don't agree that giving these to kobolds and goblins would make them have an ECL. Look at the statistics for kobolds and goblins. I just noticed that my character (Keen Smalldragon) has a diffrent movement rate: His mvement rate is set to 4 (normal) in the bic file, instead of 0 (PC).
