There's one thing I've really noticed about the worlds: there're tons of empty/unused homes/doorways. How about allowing players to purchase doorway (and have homes attatched) or empty buildings for personal homes. Create keys for the doors (doors unpickable) which don't disappear from the body upon death.
Is it also possible to make indoor placeables, furnishings, etc. purchaseable from vendors, and placeable by players? Or if deeds were purchaseable, that'd work. But again, I'm not sure if this is even possible.

I know what you propose is already possible in some form or the other on Avlis and Catara. I don't have any experience with such programs on other worlds, but it would surprise me if they would dismiss the option of players buying homes for their characters out of hand.
I suggest you head to the homepage of the world where you want to buy a home for your character and have a look, and if necessary a search, at the information pages and discussion forums. You're bound to find something.

Most CoPaP servers actually DO allow this sort of thing.
Some, like Avlis, have detailed rules and guidelines for this, others deal with this on a case by case basis.
Best you contact the team of the world you want to have player housing on directly.
Generally, you can build whatever you want, but usually you can't add custom items, monsters or NPCs, or things that give out treasure. Scripts are usually a no-no too.

in outlands housing is varied by gatetown...
For example in Glorium which is a do it yourself place you must collect the wood to build a house yourself and pay a craftsman (DM) with the wood and gold to have it built. there are only a few templates that they will make though.
