I remember that they counted there as very since they draw they magic from moons that are "somewhat" :) far away, but never saw something if it does have at all a influence on they spellcasting abilities.
Yes Mages from Krynn were able to cast spells in Planescape. But the were still held by the waxing/waning of their patron moon/god of magic. Which combined with the individual plane restrictions made it harder for them to cast.

Feel free to come on over and take a look. Or if you have any questions post away.

Reference note: Information for this was taken from the 2nd Ed Planescape sources of: Planescape Setting Boxset, Planewalker's Handbook, and On Hallowed Ground: Powers and Pantheons.

Also: According to the Table in the back of the Planescape Book, Priest loses one level of spell casting for each plane removed from there Deity’s home plane. See the following Chart.

Actually what the chart means is A Priest Character Who's God is On Arborea, Travels to Baator loses 7 spellcasting levels. So Only If the Priest can cast 8th level spells wouldthey be able to cast any spells while there. The exception would be that a deity of Baator gives the Priest of a Arborian Deity a Power key to be able to cast his/her full range of spells.

As for ARCANE Magic, well each outerplane is different, and has differnt rules concerning magic. Example: to cast divination on Arborea an Arcane user would need to make a small sacrifice tothe plane, adds a little bit to casting, and a different material companet that is also needed.

Small clarification here (: the Power key is from your Deity/god/power/whatever and they are very very lothe to give them out because these powerkeys are actually little pieces of the Deity/god/power/whatever that give you direct access to that being.

Now a powerkey can be good only for a specific type of spell on a specific layer of a plane, or for a particular sphere of spells on a layer of a plane, or on one layer of one plane, or it oculd be good for the entire plane, or help us all it could be good on every plane anywhere, the types of power keys are liegon and every power key is tied to a specific Deity/god/power/whatever so unless you worship the same Being someone elses power key won't do you any good in fact trying to use it could be fatal depending on th Being (: .
