Most of the site works, it's just the home page that's broken.

So that would mean the link on this website (CoPaP) is broken if the index.php is needed in the URL, and the URL here only references http://www.avlis.org
It looks like the portal.php is not accessable on the Avlis website, which is the main page, from what I can tell.

I don't know what was wrong, but it seems to be working now.
