Well, let's get a plan together.

I can start my test server at any time and just leave it running. But what I can't do is configure the allowed addresses for Vaultster until I have some addresses of other test server(s). I need that/those before I can start my test server up.

Each world has their own DM group and handles it themselves. The only thing the site admins need to do is if a moderator of a group needs to be changed.

There are actually no death plane scenarios to get into Tairis at all. There are two ways in and neither involves dying.

The portals will not work without changes made in two places on every world connected to Ysgard. One requires a server reset, the other does not. But both must be done to bring the portals back online.
