First of all, this has already been ratified, it's in effect. Those on CoPaP players who possess these items can contact a DM and have them labeled plot.

Secondly, it is voluntary. I'm not sure how anyone could force you to voluntarily do something, that's a contradiction in terms.

Not necessarily, depending on the reasons for the portals coming down.

You're going to need to provide more information before anybody's going to be able to be much help unfortunately. Gamespy and character names, character class, race, and level would all be most helpful.

Hello again! Assuming you were accepted into CoPaP and recieved the passwords e-mail, you do not need to reapply. If you no longer have that e-mail, you may have to. Also, I believe Hala has Tiefling, but I'm not well versed in which worlds have which custom races, I think there's at least one other...
